It’s not base attack time, it’s the starting attack speed. It’s just like if they had a talent which gives them +20 attack speed which they get at level 1.
Also heaps more passive regen from his ultimate at level 1, heals in jungle faster, much more heal in a team fight while he is under shadow dance effect.
His aghs got buffed too while bloodseeker remains the ridiculous “2 charges with a 10 second cooldown reduction”. Most people don’t build aghs on slark though so the ultimate buff is the main thing.
