U need at least 3k+ mmr or a legend badge to achieve high skill , i rarely get high skill in my match but in my smurf i got HS very often , CMIIW

if I had looked at his matches i wouldve seen that he's playing unranked, but after 500 games his uncertainty is fairly low so it's similar to ranked system +-25
