I don't know what dotabuff policy is. Maybe if you play some number of games without dodging and the politely ask them to reconsider they will reinstate you.
I had my 51,5%. Friend asked to help him abuse and i agreed, cause im lazy to tryhard and win all the time by myself

We have been overwhelmed with the forum posts/e-mails regarding the accounts being flagged as exploiting. Mostly people complain about us not having a clear set of rules posted on the forums, however we intentionally do not post them anywhere, to prevent people getting information on how to abuse the MM system. Generally speaking, if you have doubts about whether what you are doing is an abuse - it probably is.
In your case, you have been flagged for win trading and/or feeding to yourself in several games. I regret to inform you that under current policies this ban is permanent.

Obvious exploiting. Check his matches. Between pages 2 and 5, you can clearly see a bunch of 3- to 5-minute won matches in Captain's Draft.
