i think the cap for high skill was 3-4, 5 is for VHS
people were abusing natural aegis stealers like invis heroes, ember, sk, es and so on
that's why ember got nerfed by losing vision from his remnant
sometimes it says normal skill at 4.4k mmr too. it just means that it's the normal skill game for that mmr. High skill would mean that you're playing with other players who have very good stats. I may be wrong but that's the only logical explanation I could come up with.
HS starts somewhere between 3.2 and 3.3 so you are close.

I m 3.2k now.. And I played a rank that is 3.2k average mmr. But the game is counted as normal skill!!!
So, Where is the high skill???
