One of the most satisfying things in dota is seeing the "We've taken action against someone you reported recently" when you load the game.
It means that asshole who kept flaming you and everyone else in the game was put in low priority hell XD
best way to deal with them.
Just report and ignore them. Sometimes I get several games in a row with such people. After game ends, wait a few minutes before hitting find or you could end up right back in a game with him.

He bought all our observer wards and feeds to enemy , courier feeding as usual, and he buys all the Tomb of knowledge and destroys them, if u think vhs players are none-toxic, and want to smurf to 5k, it's a huge mistake. The only reason that he feed is that he died to enemy 7k pl and didn't get help in time.
Just report and mute them, they're not worth your health.
TIP: When you report someone, don't tell them you're going report them, just do it in stealth, half the time they'll forget to report you, or not feel the urge to report you, they'll just talk shit to you, and brush it off once they realize your probably muted them.
I learned this cause one time I was being toxic, and my team was really bad, literally jungle Pudge, and force staff bloodseeker. They said nothing all game, but at the end, I was chat banned, and wish I had reported them when I had the chance if I knew they were going to report me.
reading all this, i think that's the only thing you could do report them and maintain your own calm, and play sometime later. Because nothing could really be done about them.

My team played good except for one, there's a riki who played bad and then started blaming others because he died due to wrong decision he made or the other players werent ready. and later on he starts to feed himself and couriers, and also buys tomb of knowledge and gets it denied. How to deal with these kind of toxic players who spoil others games?
