Dagger is kind of op in a vacuum, but PA in general isn't that strong and her other skills are all very underwhelming. She would fucking suck if dagger was nerfed much.
There is no meta really right now but probably omni, riki, necro for pubs.
I haven't had underlord in a match yet.

Her dagger is not OP. A stout shield and stick can help you during her dagger spam.
BB quill spray is much more painful compare to PA dag if you ask me.
