Because axe and centaur don't really utilise auto-attacks, and emphasizes more on their skills (which requires bulk and mobility). Armlet, while it also gives bulk, is not really the best choice if you don't need the auto-attack part since it keeps you at low health way too often, even if you can armlet toggle.
Armlet on strength heroes is mostly for the damage and stats , you won't waste space and money for an armlet on centaur that relies on the return , 2.3k gold means an vanguard , which is better , if you have armlet toggle skills , you can build armlet on anyone who can right click often

I'm relatively new to the game and i have just been wondering what makes armlet a good item on heroes like slardar and lifestealer which are both strength heroes while it is not good for other strength heroes like axe or centaur
