soul ring isnt acceptable on almost any support, i only see it on ES and support omni mainly

if u need mana get raindrop+stick, for more get arcs (esp. if you can make aether)

you usually make soulring on tankier ones like shaker, ogre and ... how ever they still dont need tranq and u can make arcane too
on low hp int supps its better to make arcane. only if u have an ez lane which enemies can not even touch u, u can make soulring and spam it. anyway arc is better on em.

If you need constant mana, you go for Arcane and if you need it in bursts, you take Soul Ring.
Nearly all intel supports need constant mana, so mostly Arcane.
Tranquil is when you don't need mana all the time, just subsist in lane or in battles.

For shaker and disruptor is better buy arcane bots , with AA is more important rush midas or aghamins. The only support i prefer use soul ring + tranquil boots is abbadon.

There must be at least one Arcane Boots per team. And it's your job as a support to get them, just like it's your job to place wards, to zone offlaner, etc...

u dont get ay of this shit on aa, and never get soulring on disruptor.
u always have arcanes on shaker and dis.
you sometimes buy soulring for shaker, but only if you are playing offlane, or roaming succesfully.

You can soul ring on WD if you put points in healing early. Rly good if you max healing though not as much if you only take 1-2 early points in it.
