People go for arcanes if they want to go for bloodstone first, and treads if they want to rush orchid first usually.
It really depends on you.If you are going to be farming creeps with remnants then arcanes is usually a good idea, the increased manapool and mana recharge helps you use a few more spells.
Power treads give you attack speed to get off a few more right clicks in ganks whiicj combined with your passive and smart spell usage can mean devastating damage.
Also making arcanes helps while rushing a bloodstone

You can also farm pretty fast with treads but that's requires you to be very efficient with last hitting in lane to have good timing gin my humble opinion
i cant imagine storm without treads first
some people go arc -> bloodstone but i think that some basic amount of attack speed is super important on storm
Treads gives storm exactly the boost that he needs to not be too squishy and gives the mana boost (toggling between STR + INT).
I feel that Storm is stronger by going PT.
I personally prefer arcane because storm usually spends his time ganking or jungling after lvl 6.
Ironically though, I feel like I get my bloodstone done faster when I get PT than when I get arcane. Depends on how you play storm bro.
for me it depends on how hard the game is if I have good laning and shit i go arcane and fast bloodstone

Arcanes for bloodstone rush, dissasemble for BoT's or treads depending, treads for orchid rush, tho bloodstone is the more common build. Arcanes helps u farm the bloodstone faster and dissasembles into it, while the fighting orchid build wants that bit of stats and attack speed for ganks. I like playing storm as a farming hero, only going for ganks with bloodstone and orchid, cuz late game storm is so insane.
bloodstone or orchid? orchid no need for more mana to kill until you ran out and die. orchid can half the mana cost of your ganking. and storm spirit should be at tier 3 ganking.

if i think i can take over the game early on and get a few kills and join fights without fear of dying id go pt otherwise arcanes.
Just go treads, tread switch strength use soul ring switch to int you get way more mana and lose less hp at early stages of game. the trade off with treads is that treads offers slightly less mana when dropping arcs for soul ring in jungle and less mana pool (which doesnt matter that much if you are using ult to proc passive because it scales with Mana Pool) and you simply wont have a 900 gold start on blood stone. The trade off with Arcanes is that you cant tread switch to str when getting ganked for that quick 150 hp, you lose more hp when using soul ring (cuz you cant tread switch to str) and less attack speed (which is really important if you proc passive through ult).
They're both good, but treads is generally better. Arcanes gives no attack speed or damage, treads gives you both. With treads you can also switch to strength to tank up while escaping.
Arcanes or brown boots bloodstone (not orchid, that gives attack speed and damage so it's a different story) is generally much worse because you don't kill heroes nearly as easily early (and storm is a hero who wants to snowball).
Neither is a better build but arcanes are pretty weak. But every game/situation is different so don't lock yourself to one or the other.

you dont run around ganking people as storm pre-bs unless you have haste dd or want to be poor af when you die/fail 1 gank

Storm is a hero that can tp to a lane and snag a free kill when he's 6+ generally, and you also usually can kill the enemy mid but not really if you got arcanes since you're weaker then.
It can be legit to just go arcane bloodstone but I wouldn't say you would want to do that in every match. Being able to get a clutch kill or more early with treads can be really important.
But again it depends on the situation. If you're really snowballing already you probably don't even need to get treads, if you can get the bloodstone very early like let's say in 11 or 12 minutes and you already have kills then obviously you really don't require treads since you have a lot of kill potential already with your level/gold advantage anyways..
My point is dota is very situational. You can't just say "get this, get that" because that's not how this game is played correctly.
Tbh the extra dmg or as doesnt matter on storm wtf. Mana = dmg for that hero the extra mana from arcanes cud be another overload proc. i like just going arcanes then dissasemble into BoT and bloodstone
^^ the extra mana is practically non existent, PT give 151 Mana vs arcanes that give 250, the dmg doesnt matter but attack speed is huge, the less att time the quicker the succesion of ult to proc passive is. Early game you want attack speed, late game regen. The trick is to have sustain for jungle at level 5 while maintaining solid farm without getting ganked. Which is where PT's come in handa for quickly gaining up to 180 HP in ganks, utilizing soul ring to minimize health lost and maximize mana gained in jungle, and sometimes you may even see higher level players switch to agility for 9 attack speed for quicker ult passive procs (making a higher dps).
It still results in farming with more mana, meaning if u see a kill its more likely that ull have more mana to get the kill. Storm will almost bever have full mana while farming, but arcanes makes sure he has more and for can keep filling up for longer.
arcane isnt much mana in fights because ball is % based
i guarantee arcane gives a million times more mana than treads though between the drop arcane for soul ring and the arc active

I see treads being built after bloodstone. Meaning they had arcanes and disassembled and built treads after. Which i agree with.
I dont mean arcanes mana in fights, i mean when u join a fight, ull have more mana, cuz arcanes and soul ring and bottle give more sustain than treads.
^^ yeah u right, but i do know sumail in his last two tourney storm games he went Orchid rush and then the next game he went bs rush, i just havent seen him go for arcanes before (probably because he is pretty aggressive in lane) but i guess if it suits you go for it.

it's not that hard of a concept. and you guys seem to forget you can still buy treads after bloodstone.
if you're planning on fighting from min 5-15 then buy treads.
if you're planning on fighting after min 15 then buy arcs.

reason to that is that in 4k you can usually get shitton of kills because everyone is retarded (and if you dont join the fights ur team just starts running 1 by 1 into enemy team until the game is unsalvageable), so treads are really worth it imo

What is your opinion about the boots. In which case (farming or early ganking) you prefer which boots.
The point is that I want to start tread switching I'd you think that's PT are better than arcanes.
