depends, though most storms in my mmr usually get that shit 16-18 min but if their actually good, 13-15 min
IMO a good SS should get in at min 16, but in between 15-19min is ok for me.. if they can get it before is awesome of course.. it also depends on the pick..
can he beat mid? yes? ok no?
can he farm/stay in mid? yes? ok no?
can he get kills in other lanes? yes? ok no?
then jungle.. there is supp stacking for him? yes? ok no?
then bloodstone will arrive later and maybe wont be impactful on the game

min 0.00 consumibles and some stats (maybe null talisman)
min 5-8 mana boots
min 9 soul ring
min 11-12 point booster
min 13-14 vitality booster
min 15-16 bs recipe
Why do people get so caught up in item timings? Obviously item timing in and of itself is hugely important, but in situations like this, 99.9% of pub players aren't going to change their gameplan or item build if their bloodstone timing is off. Are you just curious so you can give yourself a benchmark?
Now orchid or mekansm timings on the other hand are very good to pay attention to (although the timing can be relative to skill level and game flow). For example, if you're not on track for getting your orchid by 15 minutes against an antimage or storm spirit, it may be best to skip it completely.
@Flaccid Jake true, i've seen andymages building bf at min 25 and losing the game 5 min later so badly..
ican get on timber offlane in 12 mins if farming good and maybe some kills and towers
but on storm midd if game is decent 15 min is ok less is good, up is bad

A 15 minute Bloodstone on a good Storm Spirit is pretty much where the game can be declared over in my bracket.
