In lane - sure, he'll rek ember.
Later on - Ember kills him period and you don't care about Global once you have Manta.
Silencer counters Ember only in lane. The answer to your question.
He's a walking freekill for both physical/magic damage Ember midgame and later.
Like, really. What are you gonna do? Use Global? Ember wouldn't care, for you'd either have no time to react (he jumps, chains and kills you in 2 secs) or he would simply have a way to dispel your silence by the time he can't kill you fast enough.
P.S. I am not talking about an overly fed Hex-BKB-Atos-Shivas-Bloodthorn 100 bonus int Silencer or so, which would be a very rare case.
Just an average support/semisupport/semicarry Silencer. He wouldn't do anything. I am not talking about the extreme outliers here.

I've noticed that in a match with silencer vs. ember, silencer only has a 0.5% advantage - kinda low considering that silencer removes so much mobility from ember. Why doesn't silencer massively counter ember?
