The dumb question is: why dota2 doesnt have a kind of a "judging court" (i believe LoL have something like this) from selective players (set a minimum mmr/number of reports) that would analyse the games, vote for banning or not and by a certain number of votes the player could get banned, went to low priority or muted for X hours? Have they tried it before or even set the possibility?
My thoughts about this:
Pros: fastest report system, more muted players, creates an environment of possibility of punishment, allow players to feel more responsible for the game...
Cons: Fake reports, friends voting together, Trolls, lack of information from the game (replay+chat), lack of information from Valve about the system...
