Yes obviously if you buy something and can't use it it's a criminal offence and you can sue valve.
Once u buy it you can ask valve to remove your ban. Best to get a lawyer to draft a letter
the only way he can play is another account, the account is locked for the duration of the ban
if I may add, if he is such an idiot to get the ban in the first place, he deserves the consequences

Oh SadFace it actually does remove bans. Guess it had to really. Can hardly take someone’s money and not deliver a product they can use.
