Ursa can deal with one opponent at a time. He can go offlane, but only with a support backing him up. This is overall pretty strong. I recommend SS or WD in lane with him.

Perhaps I'll experiment with this more, but I feel with a dual lane Ursa can transition to a pickoff burster and then you have a safelane or mid with proper teamfight/disable?.
