It can't exist for the same reason why Sange & Yasha & Kaya can't exist. Too good of an item that will be a staple in any meta. The game becomes more boring if there is something that will be good no matter what meta changes. Notice how Dark Seer, Earth Spirit, and Io always seem to be nerfed despite the community's perception of them being shit.
