There are definitely national stereotypes you come across in Dota. Brits and Germans tend to start all chummy and then explode into toxicity at the first perceived slight or mistake.
Russians just tend to have a different playstyle than western Europeans so, if you don't embrace davai! davai! davai!, then of course you hate the Russian side of your team (if you are western European) because you aren't actually playing as a team.
Divide and rule was based on making people think stereotypically and being TOXIC, and this practice was continued decades and ages later after the colony becoming a free state. Russians, Peruvians, SEA peoples, they all have their own unique historico-economic circumstances, so creating an overarching theory that explains why these peoples tend to manifest toxicity in online environments is probably going have a less utilitarian approach like the argument you are making in favor of economic determinism.
Russia was never even a colony to begin with. Do you even history? They were tributaries to the Mongols for sure, but the Mongols were not chauvinistic about their own culture and did not impose their culture completly to replace thecultures of those they've conquered. Moreover, the Mongols, unlike the English and the Spanish/Portuguese and the French were not driven to colonialism by the spirit of commercialism. Commercialist cultures often impose their own cultures to their conquered peoples because it was necessary to maximise economic advantage.
I would disagree with your argument applying to SEA peoples. I have experienced the average living standards of both worlds and I am in the authority to explain why the Philippines (the country I live in now) is such a low-trust shithole. People here do not have a united sense of national identity due to the fragmented nature of this country's topography. And what further exacerbates the problem is like what KingY said, authoritarian regimes that drained the shit out of this country. The same could definitely be applied to PEru but what differentiates the circumstance of the Philippines is what I've said earlier and also the varied ethnicities that live in the island that makes things a lot harder for the national government to implement stuff.
I think, a better explanation for this phenomena is that peoples who manifest toxic behavior online tend to come from countries that give no shit about Western sensibilities. Blaming it solely on colonization is a long long shot.
